Many low- and moderate-income households, who frequently receive more tax credits than they pay in taxes, are automatically excluded under this requirement. According to an analysis by the Pew Research Center, people with annual incomes of less than $40,000 usually receive more in tax benefits than in tax payments, so they would not qualify for the DOGE check.
Furthermore, the payment will only be sent to households considered taxpayers, which means that dependents and those who do not file tax returns would also be left out of the program.
